Sufficient provision of water for the entire population in the country has become a challenging task of the government and all sector institutions. Local Authorities (LAs) in the country particularly the Pradeshiya Sabhas (PS) are one of the major institutions actively engaged in water supply, especially in drinking water supply in rural areas. The involvement of the PS in planning and constructions of water supply is limited due to various reasons while their importance of involvement in management of water supply schemes is higher. This research on the above theme was executed in the Moneragala district located in the Uva province and included in the dry zone of the country, comprising three significant agro-environmental and two climatic zones. Today the water is almost the only scarce resource in this fruitful agro land. Contrary to the demand, water availability and hence accomplishing people’s necessities are becoming more and more difficult. Especially since 1980’s the people in the Moneragala Secretariat Division (SD) have continuously been suffering from water scarcity. In this research, integrated ferocious causatives which have brought about in this sour effect, such as .absence of a proper maneuvering of the present natural resources in a sustainable manner towards a foreseeable future preventing their extreme exploitation, unavailability of a well-ventured, properly organized authority to manage water resource and water supply, lack of attempts by the present authorities to discover and draw on fruitful water resources in a manner of satisfying optimal geological parameters, and, lack of facilitating and provisioning by the relevant authorities for the projects initiated by CBOs employing productive water resources in a scientific manner, and applicable effective solutions to those problems are experimentally analyzed. was the plantation crops that supported the entire economy of the island. The chief exports at that time were tea, rubber, coconuts and several by-products from these crops. However, the export economy o f the Galle district was mainly based on rubber, coconut products, and plumb ago. Of these products rubber was exported to countries like Great Britain, the United States of America, and several other European countries. Eventually the demand for rubber became impressively higher due to the rapid development of the motor industry. Sri Lanka’s natural rubber supply specially to United States doubled particularly Sri Lanka’s economy during the early twentieth century was sustained through plantation activities. It during the period after the World War I. When the USA became of the very first victim of the economic depression in 1929 the demand for natural rubber dropped heavily. Owing to this crisis the plantation economy in Sri Lanka had an unprecedented downfall. However, it did not affect the plantation economy of the Galle district, because the plantations in the Galle district developed as smallholdings managed by the proprietors themselves with local labour and indigenous capital. In this environment, the planters had the expertise for cultivating alternative cash crops, maintaining subsistence agriculture, and managing various cottage industries making use of their own domestic resources and the technical know-how. This led to a miraculous recovery of the Galle district economy when the rest of the island was in a panic. Southern Province of Sri Lanka comprises three districts, namely Matara, Galle and Hambantota. The entrepreneurs in these districts play an important role in the economic development. The employees are a key resource who positively contributes to the success of these entrepreneurs. However, this aspect has not been adequately studied to date. Therefore, an attempt was made to study how the entrepreneurs in the southern province manage their human resources in achieving success of the organization. Survey method was used to collect data from ten medium level entrepreneurs selected randomly. The interviews were focused on five major areas namely; policies and practices co-operate culture and contribution of employees, performance of employees and organizational goals, teamwork and contribution to decision making. It was found that the entrepreneurs who adhered to these practices effectively have been able to cultivate positive attitudes, effective communication, high level of trust and confidence, low level of absenteeism and turnover within their organizations. Hence it was concluded that managing employees in a strategic way could lead to the achievement o f organizational objectives and success

<title>A rapid learning tool to learn a new language using Graphic intermediaries (Gi)</title>

Learning a new language is a rewarding task for an individual as well as a Nation. We describe a method to ease this formidable task A letter in an unknown language (Morse code in our study) can be incorporated in a picture along with an object or a concept, the name of which begins with the corresponding letter of a known language (English in our study). This picture will serve as pictorial translator (Graphic Intermediary) between known and unknown languages until the patterns are carved in the brain. Two batches of 35 soldiers (Army Medical Corps) with basic knowledge in English were used as control and study groups. The control was simply taught the English letters and corresponding Morse codes while graphic intermediary was used in teaching the study group. Both sides were taught for 45 minutes and they were given two test papers for each group, one for English to Morse translation and other for Morse to English translation. 25/35(71%) of the study groups achieved over 75% while only one person in the control group achieved the said level in English to Morse. In Morse to English 12/35(34%) of the study group achieved over 75%&gt; and none of the control group reached the level. The effectiveness, simplicity and speed of new tool was very much evident in the study. Translation using Graphic Intermediary can be extremely useful method to teach and learn a new language
