Abstract:
The Concept of an International Meteorological Observation
Network owes its origin indirectly to a naval catastrophe and
its design to a great French scientist.
In November 1854 a disastrous storm destroyed the French
fleet that was laying seige to Sebastopol in Crimea. 38 ships and
3 warships were thus sunk. The French astronomer Urbain Le
Verrier who investigated into the cause of the disaster showed that
a suitable observation network could have prevented the vessels
from sinking.
