Although, various researches have already been conducted on this issue, but there have been no vital parameters with specific degree of effectiveness found on a network of factors so far. After that, a sample size of 1 2 0 active departments was determined. Then, by fuzzy Dematel technique, the parameters were divided into two groups: affecting and reception. And the most effective and most impressionable factors were identified in the effectiveness of outsourcing activities, then with the technique of Analytical Network Process (ANP) to be weight indexes.
